Mechilta, The Midrash Halachah to Shmos, teaches that just as a person must refrain from doing Melachah on Shabbos, he must also prevent any of his utensils from doing Melachah on Shabbos. The Midrash learns this Halachah from the verse in Shmos 23:13. Any utensil which will be performing a Melachah on Shabbos must be rendered Hefker (ownerless) before Shabbos begins. This opinion is attributed to Beis Shamai in the conclusion of the Sugya, and is therefore not l'Halachah.
