The people of Pumbedisa (lit. Mouth of Bedisa, a canal of the Euphrates) were known to be thieves as it states in Chulin 127a, "If a person from Pumbedisa escorts you, change your place of lodging (so that he does not know where to find you or your money)! They were probably sinful because they lived in luxury, since the city was a major trading station. All of the residents of Pumbedisa hated Rabah bar Nachmani because of his words of reproof (Shabbos 153). Pumbedisa was also the location of a great Yeshiva in Bavel, that existed for 800 years. The scholars of Pumbedisa were know for their keen intellect (Bava Metzi'a 38b). To emphasize its importance as a Torah center, Rabah and Rav Yosef stated that just as one is prohibited from leaving Eretz Yisrael to Chutz la'Aretz, so too is it prohibited to leave Pumbedisa (Kesuvos 111a).
